Queensland Treasury
Acted for Queensland Treasury in relation to the feasibility of developing a site comprising 23 lots. This involved meeting with key stakeholders including the Gold Coast City Council. There were particular sensitivities in relation to this development as it had multi-faceted application in the health, sport and recreation areas and the Government was particularly concerned not only with its investment in the development, but also the political ramifications associated with both proceeding or not proceeding.
Queensland Department of Premier and Cabinet
The firm has been working closely with the Queensland Department of Premier and Cabinet. The firm has placed a secondee in the Department for the past twelve months.
The firm has also advised the Department of the Premier and Cabinet in relation to the Premier’s obligations pursuant to the Southbank Corporations Act 1989 particularly in relation to providing ministerial consent to the creation and registration of easements in the Southbank Corporation Area.

SEQwater
The firm drafted and negotiated contract conditions for the design, construction and commissioning of dry feed fluoride dosing facilities for the six major south-east Queensland Water Treatment Plants delivered through a relationship contract.
Department of Main Roads / Queensland Motorways Limited
Acted to probity services throughout the business case development, expression of interest and request for tender phases of the $1.88billion Gateway Upgrade Project, involving the construction of a duplicate Gateway Bridge across the Brisbane River and the upgrade of 20 km of the Gateway Motorway.
Dibbs (which was already doing legal work for the Department under the previous panel arrangements) was appointed as a pre-qualified supplier of legal services under this Scheme in 2004.
Our existing relationship has seen us conduct work for the NSW State Government for more than 10 years.
NSW Department of Commerce Consultant Prequalification Scheme 2004 – 2007 Legal Services (as extended to 2008)

NSW Maritime (Waterways Authority of New South Wales)

Major redevelopment and deployment of port facilities at Port Botany, devising long term lease arrangements with the Sydney Ports Corporation. This resulted in exposure to sensitive foreshore management and infrastructure considerations.

Licensing of the Hunter River for the development of additional materials, handling infrastructure and the trudging of the river. This involved dealing with sensitive matters of policy and any environmental concerns.

The Authority engaged us to act in the tender process for the disposal of a major site at Hickson Road in The Rocks, Sydney. We also acted in the disposal of this property to the buyer.

Acted for the client as head lessor in a dispute with a lessee of Manly Wharf. This included defending the Authority in injunction proceedings and advising on urgent refurbishment/rectification works.

Advised on the power of sale of land under the terms of its constituting legislation and provided statutory interpretation in relation to the applicability of the Mabo decision and native title legislation.

Acting as a Probity Adviser and advising on probity issues arising from proposed amendments to Ministerial Guidelines. Our breadth of commercial and administrative law experience enabled us to provide advice that has assisted in the avoidance of legal challenges on a number of significant issues.

Our work with this client has covered a number of contract-related projects which include:

RiskCover
Dibbs has been acting on behalf of RiskCover for a number of years handling complex public liability, medical negligence and workers' compensation claims. Dibbs represented RiskCover in the seminal cases of Gallin v West Coast College of TAFE and Pedley v West Coast College of TAFE which have made significant contribution to workers compensation law and stress claims in WA. Through Dibbs' represeptation of RiskCover, we also provide legal services to the Department of Education, the Department of Premier and Cabinet and the Department of Planning & Infrastructure. That has included the provision of training, seminars and workshops.
